Kernel

The next capability is already paid for. Kernel helps the Department of War find it and field it.

The research exists. The capability doesn’t.

The Department of War funds billions in university research every year, and some of it proves out. But no system reports back what worked, so proven technology never becomes a capability unless someone finds it by accident.

Here is one that became a capability. Kernel makes this systematic.

Research dies between programs.

The Navy’s technology leadership describes how close a technology is to use in four horizons. New science sits at one end, a fielded system at the other. Work climbs the scale through funding programs called BAAs.

Each program ends where the next begins, and what it proved is lost in the gap. Kernel carries the outputs across and shows the program manager where the next dollar moves it closer to the field.
